The Northeast comprises 11 provinces: Quang Ninh, Lang Son, Cao Bang, Bac Kan, Thai Nguyen, Yen Bai, Lao Cai, Ha Giang, Tuyen Quang, Phu Tho and Bac Giang with a total area of 65,326 km², accounting for 20% of the country. The total population of the region was 9,036.7 in 2001, accounting for 11.5% of the national population.

The Northeast locates in the tropical climate, which is the most affected by the Northeast monsoon, with the coldest winter in our country, hot and humid summer, high temperature. The distribution of water sources is not consistent with the season and territory, so in the rainy season some areas along rivers or valleys are often flooded, while in dry season, when the water level is low, causing difficulties for agriculture development and daily life of the people.

Difficulties

The climate in the North is often affected by bad weather, with an annual average of 6 to 10 storms and tropical depression causing floods, direct threats to life and agriculture of the whole local area.

According to the data from the report of Fund for Children of 63 provinces until 31/12/2013:

– The number of disadvantaged children in poor families account for 16.25% of children in the area.
– The number of children not attending school or dropping out of school is 1.07%.
– The number of homeless orphans is 0.56%.
